Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on containing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from enemy soil, a capacity afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles flew past – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: possibly the approaching threat won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a mobile-fire group – probably imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that neighboring countries are demonstrably unable to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This pattern will, no doubt, continue.
Tactical Assessments
It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a principle well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is impossible to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from believing that the status quo will not shift further in its favour in the near future.
Divergent Views
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a total frontline collapse until circumstances change in its favour.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are driving the talks.
Conclusion and Outlook
It took a just a single week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
